National Webcomic Portals by Country
There aren't many formal portals, but there are a lot of personal lists. The best I find will be listed here. Portals marked with an asterisk* are not limited to webcomics.
Belgium - Most of these will be in Dutch.
Bulgaria* - Home page for Bulgarian comic magazine Daga, relaunched 11-03
Norway - Nettserier is like Drunk Duck or Comics Genesis, with 90% of comics in Norwegian
Romania - I'm not sure what's going on here, but it's the best link I have to Romanian webcomics.
